You need to come up with a new design for this display. US Code Title 4, The Flag, stipulates that nothing should be placed on the flag. The flag should hang free and not touch anything. Nothing should be placed on or in the US Flag. While this alternate display may be meant to honor those who are missing, it ends up disrespecting the US Flag and is in clear violation of the US Code. This violation of the display of the US Flag is pretty basic and should be obvious.
