Counselor,
I concur that putting wreaths on graves indiscriminately is wrong because they are religious symbols. These can be placed by family members like those that place flowers at headstones. Having done military funerals and having served as a chaplain in the US Army for 20 years, I always advise people to honor US military gravesites with flags or prayers. Or, for those that want something more permanent for combat veterans in bronze- the VFW bronze marker is also available as the Star of David for Jews. Others may have to be customized.
